Billie M. Reed
Executive Director

Dr. Reed is responsible for executive management of spaceport design and development, development and negotiation of agreements, permits, and licenses, oversight of space launch operations at MARS, and new business development in the aerospace sector. Dr. Reed also holds an appointment as assistant professor of Engineering Management in the College of Engineering and Technology at Old Dominion University. Dr. Reed also serves on the Federal Aviation Administration’s Commercial Space Transportation Advisory Committee, COMSTAC.

 
Mr. Richard 'Rick' D. Baldwin
Spaceport Manager/RSLP Range Support Manager

Primary responsibilities include on-site management of spaceport operation, maintenance, design and implementation of modifications and improvements development, interface between spaceport users and the NASA Range, provision of launch support facilities and services to spaceport users, and oversight and compliance monitoring of designated spaceport activities related to FAA spaceport licensing and NASA agreements.
Rick holds M.S. –Civil and Environmental Engineering, University of Maryland, 1993 and a B.S. – Physics, from American University, 1985

 
Zigmond 'Zig' Leszczynski
Deputy Director & Director of Operations

Zig is responsible for Program Management support of Pad 0A development for Taurus II cargo resupply of ISS; Program Management of Pad 0B missions, including NASA LADEE launch to the Moon mid-2013 on the first Minotaur V; and new business development. Before joining VCSFA, Zig retired as a Commander in the Navy, where he served as a Naval Flight Officer and lead development of Joint Navy Space Operations. Zig graduated from the US Naval Academy in 1989 with a BS in Electrical Engineering, and graduated from the Naval Postgraduate School Space Systems Engineering curriculum in 1998 with an MS in Astronautical Engineering.
Sheilla Taylor
Construction Manager

As MARS Construction Manager, Sheilla Taylor represents the MidAtlantic Regional Spaceport today at scheduled meetings, design reviews and monitors all contractor/subcontractor progress during construction of the new Complex 0-A Launch Facility.  Ms. Taylor did undergraduate work at Old Dominion University in Business Administration.  Her thirty-four year career path included the area of Plant and Field Operations in highway/heavy civil construction culminating in executive management.

D'Ann Curtis
Executive Administrative Office Specialist

D’Ann is the Executive Administrative Office Specialist for Virginia Commercial Space Flight Authority and is the Executive Assistant to Billie Reed. A native of the Virginia Beach/Norfolk area, she has been with the Authority since 2001. Previously, she was an Administrative Assistant at Old Dominion University (ODU) in the office of Distance Learning and was a Production Assistant for Academic Technology Services, formerly MGTV. She earned her B.S. degree in Psychology from ODU and has formerly pursued graduate studies at Eastern Virginia Medical School.
Michelle Marshall
Project Manager

A Project Manager of more than 4 years managing mission objectives for orbital projects launched from the Mid-Atlantic Regional Spaceport supporting the following government missions: TacSat-2, NFIRE, HSA and TacSat-3 as well as our first commercial mission, Taurus II. Fifteen years of prior professional experience successfully directing complex US Navy Field Operations with Lockheed Martin Corporation at the AEGIS Surface Combat Systems Center (SCSC) as a Test Director. Educational background: Computer Programming.
